    What Work is Taking Place?


    Since fall 2019, excavation has been underway at Chaplin Station.  Excavation of the Tertiary Entrance shaft is now complete, and excavation continues at the Main Entrance, located on the north side of Eglinton Avenue between Chaplin Crescent and Gilgorm Road (the former Chaplin Parkette), as well as beneath the station roof.  Using excavators, soil is removed from the station box and entrances, and loaded into dump trucks that haul the excavated spoils to an off-site facility.  Beginning Monday March 9, 2020, excavation and hauling will take place 24 hours through Saturday March 14, 2020.

    •  Excavation and hauling will take place 24 hours Monday March 9 – Saturday March 14, 2020
    •  After March 14, excavation will resume Monday – Sunday, 6:00 a.m. – 12:00 midnight
    •  Construction hours are subject to change; overnight work may be required in the future

    Mining operations are ongoing at the Secondary Entrance and occur 24 hours a day, seven days a week. Read the construction notice for more detail.

     

    What Work is Taking Place

    • Mining excavation in continues between Eastbourne Avenue and Lascelles Boulevard. This sequence includes drilling roof supports, removal of earth and coating exposed surfaces with shotcrete. Mining excavation is expected to be complete in July 2020.
    • Approximately three concrete pours take place every week lasting 12 – 18 hours each.  The concrete forms the station structure below grade.  Some pours require temporary use of the westbound curb lane, west of the Main Entrance.  The lane will re-open after each pour is complete.

    What Work is Coming Up?

    • Demolition of the inner station walls is expected to resume on Friday March 27, 2020 and will occur 24 hours a day for approximately one (1) week.  Nearby properties may experience noise and/or vibration.

    Mining Information


    General mining activities occur in a continuous sequence, including drilling roof supports, excavation under the roof supports and spraying of concrete to finalize exposed areas underground. Within the excavation portion of the sequence, periodic removal of concrete sections of the existing tunnels is required as well as periodic chipping of temporary concrete linings. When possible, crews complete higher impact works during the day, however due to the sequence nature of the work and the engineering requirements related to ground stability and cavern integrity, sometimes noticeable activity occurs overnight.

    Noise & Vibration Mitigation


    Noise and vibration impacts to your building depend on your proximity to the source and how the vibrations travel through the soil and interact with the foundation and structure of your building. Crosslinx Transit Solutions has implemented several noise reductions measures on site to mitigate the impact felt by the community during mining activities. Enclosures are used to cover equipment like generators and pumps, silencers are used to reduce noise from fans, and delivery routes and times are selected to minimize disruption – just to name a few.

    Dewatering Well Maintenance
    • Periodic maintenance of dewatering wells requires a short duration closures around wells in the roadway or sidewalk

     

    • Use of a compressor and, occasionally, a hydro-vacuum truck is required.

     
    • Maintenance will occur periodically over the course of construction
    • 9am to 4pm

     

    Monitoring Work
    Equipment installed in various locations around the station are used to monitor ground movement during construction.
    Read the construction notice for more detail.
    • A drill is used to install monitoring equipment around the station area.

     

    • Short duration closures are used to obtain readings from the monitors.

     

    • If on the sidewalk, pedestrians may be rerouted around the work area

     
    • Periodic installations will occur over the course of construction

    Overnight Road Closures for Tunnel Boring Machine Removal - March – April 2020

    What Work is Taking Place?

    Starting Tuesday March 10, 2020, crews at Eglinton LRT Station will begin removing the tunnel boring machines (TBMs) from the excavation on the northeast corner of Duplex Avenue and Eglinton Avenue West. The TBMs will be removed in six heavy loads, followed by approximately 25 smaller loads. The six heavy loads will be removed using a crane that will place each load onto a truck to be taken to an off-site facility.  

    To perform this activity safely, Eglinton Avenue will be closed between Duplex Avenue and Yonge Street during each of six heavy loads. The east crosswalk at Duplex Avenue and Eglinton Avenue will also be closed. To minimize the impact to traffic, the six heavy loads will be performed overnight between 3:00 a.m. – 5:00 a.m., with the first load taking place on Tuesday March 10, 2020, followed by one load each week after that. The smaller 25 loads are expected to take place during regular construction hours, and do not require a road closure.  Additionally, to accommodate this activity, northbound lanes on Duplex Ave will be reduced until the TBMs have been removed.

    • Overnight noise from construction activity as well as site lighting can be expected

    • Temporary traffic changes will be in effect to accommodate the activity

     

    Pedestrian and Traffic Changes

    • Duplex Ave will be reduced to one northbound lane until the TBMs have been removed

    • Eglinton Ave will be closed between Duplex Ave and Yonge St between 3:00 a.m. – 5:00 a.m. while the heavy loads are removed

    • The east crosswalk at Duplex Ave and Eglinton Ave will remain closed 

     

    Transit Information 

    • The 334 Eglinton East bus will enter Eglinton Station via Yonge St and Berwick Ave

    • The 354 Lawrence East bus will depart Eglinton Station via Duplex Ave, Orchard View Blvd and Yonge St

    Travelling Smart during Construction

    Travel delays are expected with the Crosstown construction. Please allow extra time for your journey. Traffic will be extra heavy at peak periods during the Crosstown construction. When possible, please travel during the off-peak period between 10 a.m. and 3 p.m.

    What Work is Taking Place?

    On Monday March 9, 2020, a mobile crane will be mobilized to the Chaplin Station Main Entrance site. The crane will travel north on Chaplin Crescent to Spadina Road, to New Haven Drive and south on Gilgorm Road into the work zone.  The crane will later be removed following the same route, reversed.  To move the crane, parking must be temporarily prohibited on Gilgorm Road, New Haven Drive and Spadina Road.  Parking prohibitions will be in effect on Sunday evening, prior to demobilizing the crane, and will remain in place until approximately 3:00 p.m. Monday.  Once the crane has been demobilized, the parking will be reinstated.

  • STATEMENT BY COUNCILLOR JOSH MATLOW ON FORD GOVERNMENT’S NEW DEVELOPER-FRIENDLY COMMUNITY BENEFIT CHARGE

    Statement by Councillor Josh Matlow on Ford Government’s New Developer-Friendly Community Benefit Charge

    Communities will pay more so wealthy developers can make more under the provincial government’s Community Benefits Charge (CBC). The new planning scheme, which replaces the ways cities like Toronto receive funds from developers to support residents’ quality of life, appears to break the promise the province made to municipalities that any changes would be revenue neutral.

     

    Perhaps most concerning is the Ford government’s proposal that if municipalities move forward with a CBC it would lose the ability to require parkland from developers. The Parkland Dedication provision has allowed the City of Toronto to provide much needed green space for local residents. Without the dedication provision, it will be very difficult to purchase new park space in many Toronto communities due to soaring land prices.

     

    The Ford government has also allowed for developers to recover interest on levies under the CBC in the event of a successful appeal at the Land use Planning Appeals Tribunal (LPAT). This provision will provide the building industry with even more leverage in development application negotiations.

     

    The Community Benefits Charge looks like another Doug Ford giveaway to his developer supporters, at the expense of the people of Ontario and their communities. The CBC does not provide a single new tool to increase the supply of affordable housing, despite claims from the province and their friends in the development industry. Municipalities will see their ability to provide services such as parks, daycares, recreation facilities, and libraries reduced. These amenities are essential to ensuring that the communities most affected by rapid growth are able to enjoy a high quality of life.

     

    I encourage residents to write to the Minister of Municipal Affairs to let him know that you expect the province to uphold their promise that any changes to community benefits would be revenue neutral so that municipalities can continue to provide libraries, parks, recreation centres, affordable childcare, housing and other amenities that you care about.

    What Work is Taking Place?

    Crews at Avenue Station continue with permanent works in the excavated caverns. Over the next six (6) months, crews will be reducing lanes periodically to help facilitate concrete pours. The concrete will form parts of the permanent station structure underground. To complete this work, an additional lane will be occupied west of the Main Entrance at Eglinton Avenue West and Avenue Road, once (1) or twice (2) a week. Trucks will stage in Eglinton Park. These pours will typically last for approximately 12 hours. The lane will be re-open after each pour is complete.
     

    Hours of Work

    • Pour will take place on Thursday, February 27, 2020, beginning as early as 7 a.m.
    • Pour will last for approximately 12 hours.
    • Pours will take place approximately once (1) or twice (2) a week for the next six (6) months.
    • The contractor may not always work during the permitted hours, but may do so at its discretion.
    • Work may be rescheduled due to weather conditions or unforeseen circumstances.
    • This work may be longer or shorter than expected.

    What to Expect

    • Lane reductions will be required to facilitate concrete pours at the station’s Main Entrance.
    • Concrete trucks will be staged at Eglinton Park and will travel to the Main Entrance work zone.
    • Frequent concrete pours will occur once or twice a week for the next six (6) months.
    • Increased truck traffic travelling through the area. 
    • In addition to construction activity, residents can expect to see equipment and material storage within designated work zones.
    • For safety, items such as fencing, plywood and dust cloth may be erected.

    Traffic and Pedestrian Details

    • All existing pedestrian routes will remain in place.
    • One west bound lane on Eglinton Avenue West at the Main Entrance will be occupied during each pour.
    • Traffic control personnel will be present.
    • There are no TTC impacts related to this work.
    • A minimum of one lane in each direction will be maintained.

    What Work is Taking Place?


    On Wednesday February 26, 2020, a mobile crane will be removed from the Chaplin Station Main Entrance site.     • Inner walls demolition is ongoing at the Secondary Entrance since Thursday February 20, 2020 and will occur 24 hours a day for approximately six (6) days. Some vibration and drilling may be heard.

    • Readings will be taken regularly for the duration of the project.
    • Installations planned to be complete in the next few months.

    Councillors Call for a 3-Point plan to address Eglinton Crosstown Delay

    Toronto, ON - Councillors Mike Colle and Josh Matlow will be holding a press conference today at 5:00 p.m. at the RioCan Yonge Eglinton Centre, at the northwest corner of Yonge and Eglinton, in response to today's announcement by Metrolinx that the opening of the Eglinton Crosstown will be delayed until 2022 - prolonging the construction impacts on community residents and businesses.

    "This further delay of the Eglinton Crosstown announced today is the breaking point for small businesses and local communities along the 19 km long route," said Councillor Colle.

    "Queen’s Park, Metrolinx and their contractors need to get their act together. Along Eglinton, businesses have closed, residents are being kept up all night and neighborhoods have become car drivers’ path of choice. Better transit is the dream, but its construction is a nightmare," said Councillor Matlow

    Councillors Colle and Matlow are proposing the following 3-point plan:

    1. Compensation from the Province, through Metrolinx, for small business tenants and owners on Eglinton Avenue along the Crosstown construction route.

    2. Immediate cleanup of all construction sites on the sidewalks and road allowances

    along Eglinton Avenue West;

    3. Phase-In Plan to look at the feasibility of putting sections of the Crosstown into operation as soon as possible to allow residents to ride portions of the line without having to wait another two years.

COMMUNITY DEVELOPMENT & COMMUNITY ISSUES

As we all know our neighbourhood is subject to serious development pressure, and development issues have occupied much of the board’s time. Among these issues are:

Community Development Committee of Adjustment – Single Family Homes

The OPA keeps a close eye on applications for home renovations and tear- downs in our neighbourhood.

We receive details about applications from the Committee including a description of the proposed changes and the deadline for submitting to the committee. Metrolinx – Eglinton LRT

The OPA is involved in the ongoing process of the development of the new Light Rail Transit line in our area.

One major concern for the community is that Eglinton Avenue is to have restricted lanes westbound between Oriole Parkway and Braemar Avenue for the construction of the Avenue Road Station.

The proposals as detailed below will last until 2021.

The businesses on the north side will have very restricted access and visibility.

The second concern is that Metrolinx in their initial proposal wished to ‘clear cut’ the area on the south side of the North Toronto Community Center between the eastern driveway and the western boundary beside the ‘Art Barn’ building. The area is to be used for storage and construction vehicles

The OPA community involvement is:

  • We attend meetings on behalf of the membership and community as well as sit on a ‘working group’ Chaired by Councillor Cristin Carmichael-Greb (Ward 16) and as supported by our Councillor Josh Matlow ( Ward 22).
  • The working group is comprised of elected officials; Senior City of Toronto Staff including Metrolinx and Crosslinx staff. The local residents associations are represented by the Eglinton Avenue Road Community Association: the Eglinton Park Ratepayers Association as well as the OPA.
