    Extended Construction Hours for Excavation and Tunnel Demolition at Chaplin Station
    Spring 2020

    What Work is Taking Place?


    Deep excavation has been underway at Chaplin Station since fall 2019.  Crews are currently, excavating the Main Entrance, located on the north side of Eglinton Avenue between Chaplin Crescent and Gilgorm Road, as well as the station box beneath Eglinton Avenue.  In April 2020, crews will begin to demolish the tunnels beneath Eglinton Avenue to make way for construction of the station underground.
     
    Using an excavator and crane, the concrete tunnel encasement will be broken, loaded onto a truck and hauled to an off-site facility.  Crews will continue to excavate, load and haul soil from the Main Entrance and station box while tunnel demolition takes place.  To accelerate construction, tunnel demolition, deep excavation and associated site maintenance work will take place on a 24/7 basis for approximately four (4) weeks.  To minimize disruption, the period between 12:00 a.m. – 5:00 a.m. will be used for loading, hauling and site maintenance only.
     
    Occasionally, chipping of hardened material and concrete will be required as part of deep excavation.  An excavator with a jack hammer will be used to perform chipping.  Chipping typically takes place for periods of 1-2 weeks at a time.  Chipping will take place between 5:00 a.m. – 12:00 a.m. only.  Notice will be provided in advance of sustained periods of chipping.
     

    Hours of Work

    • As early as April 14, 2020 construction will take place 24 hours a day, seven days per week for approximately four (4) weeks
    • Tunnel demolition will take place between 5:00 a.m. – 12:00 a.m.
    • The contractor may not always work during these hours, but may do so at its discretion
    • This work may be longer or shorter than expected

    • Access to-and-from the site as well as loading will take place from the Main Entrance location
    • Dump trucks will be staged on the Chaplin Cres median north of Spadina Rd
    • Overnight noise and site lighting can be expected
    • Property access will be maintained

    • The current traffic configuration and pedestrian routes at Chaplin Station are expected to remain in place for the duration this work

    Travelling Smart during Construction


    Travel delays are expected with the Crosstown construction. Please allow extra time for your journey. Traffic will be extra heavy at peak periods during the Crosstown construction. When possible, please travel during the off-peak period between 10 a.m. and 3 p.m.

    What Work is Taking Place?


    On April 13, 2020, crews will be loading and hauling excavated spoils from the Chaplin Station Main Entrance site until 2:00 a.m. the next morning.  Using an excavator and crane, excavated spoils will be loaded into dump trucks at surface level and hauled to an off-site location.  This work will take place overnight from 7:00 p.m. on Monday April 13 to 2:00 a.m. on Tuesday April 14, 2020.  A ventilation fan will be running for the duration of the work.

    • Monday April 13, 2020 between 7:00 p.m. – 2:00 a.m.
    • Work may be rescheduled due to inclement weather or unforeseen circumstances

    Dear residents,

    I hope this finds you and your family healthy and well under the unprecedented circumstances we all find ourselves in. 

    I’ve been reading the emails in my inbox- the many hundreds of them every day. In the midst of a global pandemic, every person has their own story and real challenges. 

    While it’s necessary to be at a physical distance right now, we can love and support each other through this journey we’re on together.

    This is the most surreal and challenging event most of us have ever experienced in our lifetimes. I know it can feel suffocating, frustrating, depressing and even devastating.

    I spoke with a resident who lost his dad this week to COVID-19. His mom, who can’t even receive a hug while she’s mourning, says that people who are ignoring calls to practice social distancing bear responsibility for her husband’s death. It’s heartbreaking.

    I’ve spoke with so many people who feel suffocated, like their existence feels like they’re under house arrest, with no known date for release. I know so many people who have had to put their life plans on hold. I’ve spoken with many tenants, and small to medium size landlords, who need a plan from the provincial government to make it through rent day. I’ve listened to many local business owners who might lose everything they’ve invested. I’ve spoken with fellow parents who are worried about their kids. And seniors, who are especially vulnerable to this disease, nowhere more so than in our long-term care homes. I’m advocating for them.

    I want to remind you of something very important. Each and every one of us can save lives and be part of the solution, rather than be the problem ourselves. Every choice we make could contribute to saving lives and ensuring our public spaces, civil liberties and quality of life returns back to something more “normal” sooner.

    The latest provincial models show that if we had done nothing, there could’ve been 100,000 deaths in Ontario due to COVID-19 over the next 2 years. If we do everything we can, it could still be in the thousands. If we stay home, practice safe physical distancing when out for a walk, wash our hands & follow expert advice, we can continue to bring down these horrible numbers. 

    I know it’s extremely difficult, but what we’re all doing every day has a meaningful purpose.  In fact, we’ve never had a higher calling. We are staying home, and physically distancing, so that more us us can get through this together. We are saving lives.

    Along with our collective efforts, I want to make a heartfelt point of thanking our heroic healthcare workers who are making enormous sacrifices to be on the front lines to protect and care for us.

    I understand the next few weeks will be especially difficult for them, as the surge of COVID-19 cases challenges the capacity of our healthcare system. People throughout our neighborhoods drum pots and pans every evening to cheer them on.

    And I’m so deeply grateful to everyone of our essential workers keeping society functional- from the grocery clerks, to waste collectors, emergency services and more. We appreciate you.

    And to all of you, the community I love so much, I wish you and your family very good health, mentally and physically. We will get through this together.

    During these difficult times, where many are practicing self isolation / quarantining, activities that we used to take for granted such as eating in a local restaurant are no longer allowed under government guidelines.  We also can no longer visit retail businesses that are deemed non-essential.

    The consensus of various reports is that over 40% of small retail businesses will not reopen and over 70% of restaurants may suffer the same fate. Our local businesses need our support as they are the economic backbone of our Oriole Park / Chaplin Estates community.

    Many of our restaurants continue to offer take-out and/or delivery services, and retailers are providing online/call-in shopping, as well as pick-up and/or delivery. Your support during this difficult time is greatly appreciated.

    One of our OPA members, Adair Roberts, started a ‘GoFundMe’ campaign on March 20th to raise monies to provide meals to front line service workers. To date Adair has partnered with 3 of our local community restaurants to deliver meals to Mount Sinai, St Michaels, North York General and Bridgepoint Hospitals as well as the Fred Victor Mission (just the start) and has raised over $69,000 in 14 days.     What Work is Taking Place?

    • As early as Friday, April 3, 2020, crews will perform a concrete pour at the main entrance of Avenue Station. The concrete will form one of the permanent station structures underground. To safely carry out the works, westbound traffic on Eglinton Avenue West will be reduced to one lane at the Main Entrance. The pour will begin at 6:00 a.m. and take approximately twelve (12) hours to complete.  After the pour is complete, the lane will re-open. 

    Hours of Work

    • As early as Friday, April 3, 2020
    • The pour will begin at 6:00 a.m. and take approximately twelve (12) hours to complete.
    • Work may be delayed or rescheduled due to inclement weather or unforeseen circumstances.

    • Expect delays while travelling through the intersection.
    • 4+ concrete trucks are expected per hour.
    • Noise from construction equipment can be expected.
    • Staging of concrete trucks at Eglinton Park and within the main entrance work zone.

    Pedestrian Details

    • All pedestrian routes will remain the same.

    Traffic Details

    • Westbound traffic on Eglinton Avenue West will be reduced to one lane at the Main Entrance.
    • Traffic control personnel and/or a paid duty officer will be present while this work takes place.

    What Work is Taking Place?


    Crews have begun decommissioning monitoring wells across the alignment. The wells served as part of the Geotechnical Instrumentation and Monitoring Program (GIMP) during the tunneling phase of construction. Crews will be decommissioning wells as far west as Emmett Avenue and Eglinton Avenue West, and work their way as far east as Kennedy Road. The wells are divided into 10 zones. Some wells will require temporary lane reductions in the area. When a lane reduction is required, one lane will remain open, and two-way traffic will be controlled by traffic control personnel and Paid Duty Officers. 

    Zone Four – Camberwell Road to Tarlton Road
    As early as Monday April 6, 2020, crews will move into zone four. Decommissioning one well will take approximately two hours. Upon completion, crews will move onto the next well, beginning at Camberwell Road working their way east towards Tarlton Road.
     

    Hours of Work

    • As early as Monday April 6 until as early as Thursday April 16.
    • Decommissioning will begin as early 9:00am until 4:00pm.
    • Occasional night work may be required, beginning as early as 8:00pm until 7:00am. 
    • The contractor may not always work during the permitted hours but may do so at its discretion.
    • Work may be rescheduled due to weather conditions or unforeseen circumstances.
    • This work may be longer or shorter than expected.

    • Crews will be using a drill rig to decommission monitoring wells from the tunneling phase of the Eglinton Crosstown construction.
    • Occasional lane reductions may be required, depending on the location of the well. 
    • Eglinton Ave W and adjacent streets will remain open. 
    • Property access will be maintained. 
    • Expect delays when travelling near workzones. 

    Pedestrian & Traffic Details

    • Access to properties will be maintained.
    • All current construction staging for Crosstown workzones will remain in place. 
    • In addition to construction activity, residents can expect to see equipment and material storage within designated work zones.
    • Travel delays are expected with construction. Please allow extra time for your journey.

    What Work is Taking Place?

    • Mining excavation works continue at the secondary entrance of Avenue Station, with crews operating between Eastbourne Avenue and Lascelles Boulevard. As part of these works, crews are required to break away the temporary inner walls of the cavern, to finalize the station structure. 
      Inner wall demolition will resume as early as Wednesday, April 1, 2020 and will occur 24 hours a day for approximately one (1) week. Periodic chipping and removal of concrete can be expected, while this work takes place.
      During these works, nearby properties may experience noise and/or vibration. Crews will endeavor to complete these works during the day, however due to the sequence nature of the work, occasional overnight work may be required. If you experience disruption from mining activities, please call our 24/7 phone line at 416-782-8118. 

    Hours of Work

    • As early as Wednesday, April 1, 2020 for approximately one (1) week.
    • Work will take place on a 24-hour basis.
    • Work may be delayed or rescheduled due to inclement weather or unforeseen circumstances.

    Community Groups,

    Despite several requests & warnings to social distance or self isolate (travel) etc., there are members of the public defying these orders & removing barricades, warning tape along with packing parks & beaches gathering in large unacceptable groups.

    This has caused the City of Toronto to request a significant increase in enforcement , to keep people out of parks, playgrounds, beach areas or from forming groups larger then 5 people.

    Please encourage your members & neighbours to share this email , please obey the law, we don’t want to have to use limited resources to chase people around whom aren’t following the guidelines.

    Update On COVID-19: Friday, March 27th

    Dear Residents,

    This a follow-up to my last update to you on the COVID-19 pandemic with recent government announcements and a focus on several of our community’s priorities.

    First of all, I hope this finds you and your family healthy and well. I know that this is an extremely difficult and even surreal experience for us all. But I’m convinced that if we work together, even at a physical distance, we can flatten the curve and save lives.

    I’m proud of how so many people have taken the advice of our Public Health experts, and are self-isolating when necessary and practicing social distancing- keeping at least 6 feet apart.

    However, there are still some people who haven’t gotten the message. Each of us has a choice to make, we can either be part of the solution, or be a serious part of the problem. There’s no in between.

    I’m inspired by the people who are helping keep our society running, such as the grocery clerks and waste collectors. And I’m deeply grateful to our healthcare workers who are making personal sacrifices and risking their lives to save ours.

    I’ll continue to do everything possible for our physical and mental health, and advocate for your financial viability to make ends meet, so that we can all get through this together.

    And thank you to so many of you who have been looking out for your neighbours, and doing everything you can to help each other through this challenging time. I really love our community.

COMMUNITY DEVELOPMENT & COMMUNITY ISSUES

As we all know our neighbourhood is subject to serious development pressure, and development issues have occupied much of the board’s time. Among these issues are:

Community Development Committee of Adjustment – Single Family Homes

The OPA keeps a close eye on applications for home renovations and tear- downs in our neighbourhood.

We receive details about applications from the Committee including a description of the proposed changes and the deadline for submitting to the committee. We forward information about homes in our area to a special email list. You can subscribe here: Oriole Park Association - Committee of Adjustment notices.

Metrolinx – Eglinton LRT

The OPA is involved in the ongoing process of the development of the new Light Rail Transit line in our area.

One major concern for the community is that Eglinton Avenue is to have restricted lanes westbound between Oriole Parkway and Braemar Avenue for the construction of the Avenue Road Station.

The proposals as detailed below will last until 2021.

The businesses on the north side will have very restricted access and visibility.

The second concern is that Metrolinx in their initial proposal wished to ‘clear cut’ the area on the south side of the North Toronto Community Center between the eastern driveway and the western boundary beside the ‘Art Barn’ building. The area is to be used for storage and construction vehicles

The OPA community involvement is:

  • We attend meetings on behalf of the membership and community as well as sit on a ‘working group’ Chaired by Councillor Cristin Carmichael-Greb (Ward 16) and as supported by our Councillor Josh Matlow ( Ward 22).
  • The working group is comprised of elected officials; Senior City of Toronto Staff including Metrolinx and Crosslinx staff. The local residents associations are represented by the Eglinton Avenue Road Community Association: the Eglinton Park Ratepayers Association as well as the OPA.
  • We will provide updates via our Twitter and Facebook Accounts as well our email subscribers as they come available.
